(SeaPort-e) has made electronic procurement of Engineering, Financial, and Program Management support services a reality. Using SeaPort-e, the Navy Virtual SYSCOM (VS) Commanders (NAVAIR, NAVSEA, NAVSUP and SPAWAR) has adopted an integrated approach to contracting for support services. The SeaPort-e portal provides a standardized means of issuing competitive solicitations amongst a large & diverse community of approved contractors, as well as a platform for awarding & managing performance-based task orders. This unified approach allows SeaPort-e service procurement teams to leverage their best work products, practices, & approaches across the Navy’s critical service business sector.
Simply stated, SeaPort-e provides a faster, better, & more cost-effective means of contracting for professional support services.
Functional Areas
PRES-LLC provides personnel, material, facilities, equipment, test instrumentation, data collection and analysis hardware and software, and other services that will support the Navy in the execution of their missions. Functional areas to be supported under this contract are described below.

PRES-LLC is a strong advocate of forming teams on our SeaPort-e and other projects. We work with small and large businesses and hand-pick our team as new task order RFPs are identified and reviewed for bid. PRES-LLC’s’ SeaPort-e staff work with vendors who wish to become part of the PRES-LLC partnering database and are available for teaming on a SeaPort-e task order. Quality Assurance Program
Using the tenets of ISO 9001:2000, a QA plan, approved by the Program Manager (PM), will be required from each subcontractor. The plan will allow for spot checks by the PM and/or our Task Order Manager (TOM), and processes for peer to peer QA reviews in addition to other checkpoints. The PM and/or TOM will initiate a team kickoff meeting, including government and team representatives, following the issuance of any task order. The purpose of the kickoff meeting will be to review the project plan, schedule and QA expectations to ensure full understanding of the project requirements, reiterate the open lines of communication and agree to a project team review schedule. During this meeting, all foreseeable potential issues and pitfalls will be discussed. Frequent informal reviews will be held with the technical leads and formal reviews will be conducted with the government manager(s) on an agreed upon schedule or as specified in the SOW.
