Potomac River Enterprise Solutions, LLC (PRES-LLC) is a Service Disabled Veteran Owned Small Business (SDVOSB) specializing in Information Analysis and Communication Technologies for Operations, Intelligence, and Data integration support. We provide critical analysis products, strategic solutions and engineering services for the development of advanced systems for Government Agencies, which include the Department of Defense and the Intelligence Community. The members of our team, most of whom possess a Top Secret clearance, are highly adept at solving complex problems by utilizing the convergence of top-line subject matter expertise and leading-edge technology solutions that empower decision-makers to make better mission-critical evaluations.

Our people support all of the DoD Test and Evaluation and Training Ranges, specifically coordinating with the Major Range and Test Facility Base (MRTFB) to provide Scientific Data collection and analysis as well as program support services. Our mission is to provide subject matter expertise and strategic solutions for our country's most sensitive national security training facilities and their critical missions. Our support includes, IT specialists, intelligence data analysts, systems enginering, scientists and thought leaders, and senior program advisors. Our services include integrated consulting, research, analysis, curriculum development and training competency specializing in EW and Engineering Support to the MRTFB program.

We developed/ implemented our signature product, the “Defense Resource Integrated Legacy Linking System” (DRILLS™) which interfaces with all Data collection systems on DoD Ranges, Facilities and Installations in support of Training, T&E, Readiness Reviews, and Budgeting/Environmental Planning in a Network Centric Operations environment.

Mr. Rankin is currently President and a Principal of Potomac River Enterprise Solutions, LLC (PRES-LLC). Prior, he was VP for Business Development with Johnson Controls Federal Systems winning over $30 Billon dollars of Government Agency Facility and Service work. Mr. Rankin has over 30 years of distinguished military service and government affairs experience. He has a wide-ranging background in International Business, Strategic Planning, and Advanced Technologies and Industrial Strategies in the Transportation, Energy, Aerospace/Defense and Environmental sectors. He has extensive experience as a senior business executive and consultant to U.S. Governmental bodies as well as foreign governments, the World Bank, the United Nations and international NGOs. Kaiser He currently continues to consult for several Multi National Corporations in the Washington D. C. area involved in various U. S. Intelligence Services.

Mr. Rankin was highly decorated during his Army service, including two Silver Stars for Gallantry in Action; three Bronze Stars for Valor; three Army Commendation Medals for Valor; Vietnamese Gallantry Cross with Silver Star; Air Medal; Combat Infantry Badge and The Legion of Merit among others. He holds a Top Secret SCI security clearance. He was selected for Bipartisan Recognition in the Congressional Record and as a White House Fellowship. He continues to speak and direct seminars on Federal Issues at The Massachusetts Institute of Technology’s National Security Seminar and the National Defense University. He is also a member of the NDIA Executive Committee for SO/LIC (Special Operations Low Intensity Combat), He holds a BS and MS from George Washington University.

Prior to accepting the position at Johnson Controls Mr. Rankin was Sr. Vice President for Corporate Development with Versar, Inc., with strategic responsibility for all business marketing in the Corporation, He was successful in winning over $15 Billon dollars worth of proposals at Versar. Versar is an established National Security, Environmental, and Engineering Construction Company with strong recognition in the Federal, Health and Commercial Sectors for both International and National Facility Service projects.

Mr. Rankin after Retirement from the Army in the Secretary of Defense's Congressional Legislative Liaison established and ran his own Company the Rankin Environmental Group, for six years before selling it to ICF. Kaiser.

Mr. Sanford is currently Chief Executive Officer and a Principal of Potomac River Enterprise Solutions, LLC (PRES-LLC). Prior to founding PRES-LLC, he held leadership positions at several defense firms. Mr. Sanford has more than forty years of experience as a senior technical professional providing management and analysis support for Department of Defense and other government agency’s programs. His Aviation Range experience has run the gamut from tactical aircrew, operator, manager, consultant, and contractor on virtually every Range in DoD. Mr. Sanford has demonstrated operational, as well as T&E expertise in the areas of Military Aviation, Electronic Warfare, Conventional and Nuclear Ordnance, Airspace and Training Areas, Target Development and Tactics, Environmental Legislation, Congressional Liaison, and Readiness Reporting. He has flown over 40 different types of military and civilian aircraft, and amassed over 5000 flight hours and 193 combat missions in Vietnam. Most recently, Mr. Sanford has been involved with the development of a data tool for merging information from disparate sources for various base facilities, as well as Test and Training Ranges throughout DoD.

As a Senior Analyst at Applied Resources, Inc. (ARI), Mr. Sanford was responsible for supporting the Director, Operational Test and Evaluation (DOT&E) in determining the operational effectiveness and suitability of acquisition programs. Specifically, he supported the Integrated Resource Analysis (IRAT) Team as the Air Warfare Team Lead. The IRAT Team, under the DOT&E/Land Warfare Directorate, was responsible for cross functional integration and consolidation of operational test resource issues. He supported the Military Range Sustainment Program (currently known as the Sustaining Military Readiness Program) that is co-sponsored by the Office of the Secretary of Defense Offices, DOT&E and Test Resource Management Center (TRMC). Mr. Sanford was the DOT&E representative to the Range Commanders Council (RCC), and has also worked closely with the TRMC providing DOT&E input to the DoD Strategic Plan for the Major Range and Test Facility Bases (MRTFBs). He regularly collaborated with DOT&E Action Officers, National Level Agencies, Operational Test Agencies, Academic Research Institutions, and Training Centers. In his role as Air Warfare Team Leader, he was responsible for monitoring major acquisition programs that included all air platforms, aviation systems, and air launched ordnance for test resource deficiencies. Mr. Sanford has led teams that have collected data, analyzed operational information, presented solutions, and implemented actions that resulted in significant cost savings to government activities.
